The Pre-Excavation Management Course (PEMC) has been developed to strengthen industry capability in managing excavation risk where underground utilities are present.
Ground disturbance remains one of the highest-risk construction activities in Australia. Utility strikes continue to result in serious injury, service disruption, regulatory enforcement action and significant financial loss.
The PEMC provides structured, practical guidance that links the Safe Work Australia Model Code of Practice: Excavation Work and AS 5488 Classification of Subsurface Utility Information (SUI) to the real-world decisions that must be made before excavation begins.
The course equips participants with the knowledge and tools to take reasonably practicable steps to manage subsurface utility risks effectively and defensibly.
PEMC covers regulatory obligations and recognised industry best practice for identifying, locating and managing subsurface utilities. Participants gain practical insight into:
- Duties of Persons Conducting a Business or Undertaking (PCBUs), supervisors and workers
- Legal, financial and reputational consequences of utility strikes
- Risk assessment processes and implementation of reasonably practicable control measures
- Sourcing and interpreting service information, including Before You Dig Australia (BYDA) utility plans and the Look Up and Live app
- Applying AS 5488 quality levels to excavation planning and decision-making
- The role, competency and independent assessment of Certified Locators
- Documenting and demonstrating that reasonably practicable steps have been taken

Training Subsidies and Funding
Depending on where participants live and work, training subsidies or rebates may be available to assist with course fees for the Pre-Excavation Management Course (PEMC).
- Queensland: Workers predominantly employed in the Queensland building and construction industry who are non-Government employees, may be eligible for funding through Construction Skills Queensland (CSQ), subject to CSQ eligibility criteria and funding availability.
- Tasmania: Businesses operating within the Tasmanian building and construction industry may be eligible for a training rebate through Keystone Tasmania, subject to eligibility requirements. Applications must be submitted prior to the commencement of training (no later than the day before the course start date).
